How to Hire an Accountant in Islamabad

Most businesses hire an accountant when they need a bookkeeper, or a bookkeeper when they need an accountant. Working out which, and how to test for it.

"Accountant" covers a wide range of jobs in Pakistan, from somebody entering invoices to somebody advising on tax structure, and businesses routinely hire at the wrong end of it. The result is either an expensive qualified person doing data entry, or an inexpensive one making judgement calls they are not equipped to make.

Deciding which you need takes ten minutes and saves a year.

Bookkeeper or accountant?

A bookkeeper records. Invoices in and out, receipts, bank reconciliation, ledgers kept current, payroll processed, and a clean set of records at month end. It is precise, repetitive work and it does not require a professional qualification.

An accountant interprets. Financial statements prepared, tax computed and filed, cash flow forecast, management reporting, and advice on how a decision affects the numbers. It requires qualification and judgement.

Most small and medium businesses in Islamabad need daily bookkeeping and periodic accounting. The common and sensible structure is a bookkeeper in-house, full or part time, with an external accountant or firm engaged for statements, filings and advice.

Hiring one qualified accountant to do both usually means paying professional rates for data entry, and the person leaving within a year because the work is beneath what they trained for.

What qualifications actually mean here

ACCA, ICAP/CA, ICMA/CMA are genuine professional qualifications with examinations behind them. Part-qualified candidates — "ACCA finalist", "CA inter" — are common and often excellent value for a role that needs competence rather than sign-off authority.

B.Com, M.Com, BBA/MBA Finance are academic degrees. They indicate education, not professional certification, and say relatively little about whether somebody can close a month end.

Software familiarity is frequently more predictive than any of the above for a working role. Ask specifically what the person has used — QuickBooks, Xero, Tally, Peachtree/Sage, SAP, or an in-house system — and for how long. A candidate who has run a real ledger in the software you use is worth more than a better-qualified one who has not.

Ask to see the certificate for any claimed professional qualification, and check the membership number where one exists. Claimed qualifications are one of the more commonly inflated items on CVs in this market.

What to pay in Islamabad

The band is wide because the role is wide.

A bookkeeper or accounts assistant handling entries, reconciliation and basic payroll sits at the lower end. A qualified accountant preparing statements, managing tax filings and reporting to management sits considerably higher, and a finance manager with a team above that again.

Part-qualified candidates sit between the two and are where a lot of Islamabad businesses find the best value for a working role.

The test that tells you most

Do not rely on the interview. Set a practical task that mirrors the real work, and look at it properly.

For a bookkeeper: a bank statement and a set of invoices with two or three deliberate mismatches in them — a duplicate payment, a transposed figure, an invoice with no matching receipt. Ask them to reconcile and report what they find. A good candidate finds the discrepancies and tells you about them. A weak one produces a reconciliation that balances because they forced it.

For an accountant: a small trial balance with a few adjustments to make, or a set of accounts with a question attached — what would you want to ask before signing this off? You are testing judgement, not arithmetic.

For either: ask them to explain something financial in plain language, as if to a non-finance manager. A finance person who cannot do that will not be useful to you in meetings, whatever their technical ability.

An hour is enough, and pay for it if it runs longer. Candidates who are currently employed cannot give you a free afternoon, and the unpaid version selects for people with nothing else on.

Verification matters more in this role

An accounts hire has access to your bank details, your payroll, your customer information and, in many small businesses, the ability to move money.

Check the CNIC against the original, not a photocopy.

Call two previous employers yourself, not just one, and ask directly: was there ever any concern about the handling of money or records, and would you employ this person again. Ask it plainly — most people answer honestly when asked a direct question, and evade a vague one.

Verify the qualification where one is claimed.

Then set up the controls regardless of how good the references are. Dual authorisation for payments above a threshold, someone other than the bookkeeper reconciling the bank, and no single person both creating a supplier and paying one. These are not accusations; they are the ordinary structure that protects the employee as much as the business, and their absence is what makes small-business fraud possible in the first place.

Full-time, part-time or outsourced

Outsourced to a firm suits businesses with low transaction volume, straightforward affairs, and no need for daily finance work. Cheapest, and you lose day-to-day visibility.

Part-time in-house suits most small Islamabad businesses: two or three days a week covering entries, reconciliation, invoicing and payroll, with a firm engaged for filings. This is the arrangement most under-considered and most often correct.

Full-time in-house becomes right when transaction volume genuinely fills a week, when there are staff to be paid every month, or when management needs finance information continuously rather than monthly.

Count the actual work before deciding. A business issuing forty invoices a month does not have a full-time finance job in it, however much the founder would like to hand it all over.

Where to find candidates

Professional body networks are worth trying directly — ACCA and ICAP both have member directories and job boards.

Referrals from your existing accountant or auditor are frequently the best channel of all, because the person recommending has professional standing at stake and knows what the work involves.

Handover, which is where businesses get hurt

The moment of maximum risk in a finance role is not the hiring. It is the handover, in either direction.

When somebody joins, establish from day one what they are responsible for and what they are not: who approves payments, who has bank access, who signs off the month. A person who inherits an unclear scope will either overstep or leave gaps, and both are discovered late in finance.

When somebody leaves, do it in a defined sequence. Bank and system access revoked on the final day, not the following week. A written handover covering where things stand — outstanding invoices, upcoming filings, anything in dispute. The current month reconciled before they go if at all possible. And any company property and records returned.

The scenario to avoid is a finance person leaving on bad terms with live access to systems. That is entirely preventable with a checklist and ten minutes of attention on the last day.

Reviewing the arrangement annually

Finance roles drift quietly, because the work grows with the business and nobody announces it.

Once a year, look at three things: transaction volume against when the role was scoped, whether the person is spending their time on the work you hired them for or on administration that has accumulated, and whether the salary matches the market for what the job has become.

Accounts staff in Islamabad have real alternatives and are relatively easy to poach, because their skills transfer directly between businesses. A finance person whose salary has not been reviewed in two years while the business doubled is a resignation waiting to happen — and it lands at the worst possible moment, because they leave knowing where everything is and you do not.

Should I hire an accountant or use an accounting firm?

For filings, statements and tax advice, a firm is usually better value and carries professional liability. For daily bookkeeping, an in-house person — often part-time — is cheaper and more responsive. Most businesses end up with both.

What software should I expect them to know?

Whatever you already use, or are prepared to move to. QuickBooks and Xero dominate smaller businesses; Tally and Peachtree remain common in Pakistan; larger operations run SAP or Oracle. Match the hire to your system rather than expecting them to adapt to an unfamiliar one quickly.

How do I check an ACCA or CA claim?

Ask for the certificate and the membership number, and verify it with the relevant body. It takes a few minutes and it is worth doing — this is among the more commonly overstated claims in the market.

Can one person handle accounts and administration?

In a small business, often yes, and it is a sensible combined role. Be explicit about the split of time, because administration is urgent and visible while bookkeeping is neither, and the accounts will be what slips if nobody protects the time for them.
