Hiring Staff for an Apartment in E-11, G-11 and B-17

Apartment households in Islamabad need less staff than they hire, on different terms. Building rules, real workload, and why part-time is the default rather than the compromise.

Islamabad's apartment stock has grown fast, and a great many households have moved from a sector house into a flat without revisiting how they staff it. They keep hiring as though they still have a house, and the arrangement fits badly in ways that are entirely predictable.

The differences are structural, and they mostly point in one direction: an apartment needs less staff, on different terms.

The workload is genuinely smaller

A three-bedroom flat is a fraction of the floor area of a sector house. There is no garden, no drive, no boundary wall, no roof to maintain, no servant quarter to clean, and no outdoor area to sweep.

What remains is cooking, cleaning inside the flat, laundry, dishes and errands. For a household of three or four, the honest total is three to five hours a day.

Households that hire full-time for that are paying a full wage for half a day's work, and creating a situation where somebody is present all day with nothing to do. Both sides find that uncomfortable in a small space and neither says so. The person sits; the family feels watched; the arrangement ends without anybody articulating why.

Part-time is the default, not the compromise

The arrangement that fits most Islamabad apartments is a helper or cleaner for three or four hours in the morning, or a cook for three hours in the afternoon producing the evening meal and the next day's lunch.

This is not a lesser version of proper staffing. It matches the actual work, it costs proportionately less, and it removes the awkwardness of an all-day presence.

The one requirement is fixed hours. A part-time candidate is building a week from two or three households and cannot work around a schedule confirmed week by week. Fixed days at fixed times is what makes the role viable for somebody good; anything else is filled by people with no alternatives.

Apartment blocks carry a quiet advantage here that houses do not: several flats in one building often share the same staff member across a morning. Asking neighbours who they use is the fastest route to a good part-time hire in a block, because the travel cost for the candidate is nil and the hours stack neatly.

Live-in is off the table, and it changes who you can hire

Almost no Islamabad apartment has staff accommodation. Every hire is live-out, and that has three consequences worth planning around.

You cannot offer accommodation as part of the package, so the cash wage has to be competitive on its own. A figure that looks attractive with a quarter attached is not attractive without one.

Early starts and late finishes become difficult. A cook who has to reach E-11 by six-thirty is making a real journey, and a household wanting breakfast cooked either pays for that or moves the requirement later.

And candidates who need somewhere to live — a substantial share of the market — are simply not available to you.

The practical answer is to hire from nearby. Apartment households that recruit from the immediate area get reliability that money cannot otherwise buy, and in E-11, G-11 and B-17 there are established local populations to hire from.

Building rules, which people discover too late

Most managed blocks in Islamabad have staff access procedures, and they vary from a signing-in book to formal registration with photographs and a pass.

Sort this out before the first day rather than on it. A staff member turned away at the entrance on day one, or held up for twenty minutes every morning, starts an arrangement badly and it frequently does not recover.

Ask the management office what is required — usually a CNIC copy, a photograph, and a form signed by the owner or tenant. Some buildings restrict which lift staff may use, some restrict hours, and some require the resident to be present to admit them. Each of those shapes what is actually possible.

Where the building provides cleaning for common areas, check whether in-flat cleaning is available as an add-on. For a small flat, that sometimes covers the whole requirement.

Where apartments need more, not less

Two areas run the other way and are worth planning for.

Deliveries and errands. Apartment living generates a lot of both, and the lift and the gate add friction to every one. A helper who handles deliveries, takes rubbish down, collects parcels from the office and runs errands is doing more here than the equivalent role in a house with its own gate.

Carrying things up. Water bottles, groceries, gas cylinders where relevant, anything bulky. In a block where the lift is small, slow or unreliable, this is real physical work and it is why apartment households in Islamabad tend to prefer male helpers for the errand side of the role.

Beyond those two, an apartment needs nothing a house does not.

The kitchen constrains the cook

Apartment kitchens in these blocks are often narrow with one work surface, and that affects the arrangement in ways people notice only after hiring.

A full-time cook in a corridor kitchen is physically in the way whenever a family member wants tea, and there is nowhere for him to be between tasks. A part-time cook who comes, cooks, cleans and leaves fits the space properly.

It also constrains the menu. One burner and no oven limits what can be produced, and it is better to be realistic with a candidate at the interview than disappointed in month two.

What to write down for an apartment role

Shorter than for a house, and the same principles.

The hours, precisely. A three-hour shift is where creep does the most damage, because fifteen extra minutes a day is a large proportion of it.

The task list for a day, and what is weekly rather than daily.

The building arrangements: which entrance, which lift, where the pass is kept, and who to call if there is a problem at the gate.

And what is not included — in apartments the recurring additions are the neighbour's flat, the building's common areas, and the family's second property. Exclude them explicitly or price them separately.

Security and keys in a shared building

An apartment changes the trust arithmetic in ways a house does not, and it is worth thinking through rather than assuming the building's own security covers it.

Your staff member will usually need access when nobody is home, which in a flat means a key rather than a gate being opened. Decide deliberately: a key from the start, a key after a probation period, or an arrangement where the person comes only when somebody is in. Any of those is defensible; drifting into a key handover on day three without having thought about it is not.

Record it — which keys were issued, when, and how many copies exist — and collect them against that record when the arrangement ends. Change the lock if a key is unaccounted for.

Tell the management office when somebody leaves your employment, too. Blocks routinely keep former staff on access lists for years afterwards, which is the kind of loose end nobody notices until it matters.

Reviewing a short role before it drifts

Short roles drift faster than full-time ones, because fifteen extra minutes is a large share of a three-hour shift and nobody thinks of it as an extension.

Put a review at three months and then annually. Check whether the shift is still the length you agreed, whether tasks have been added without anything coming off, and whether the flat's requirement has changed — a baby, a family member moving in, or somebody now working from home all change the daily volume considerably in a small space.

Then adjust either the hours or the pay. A part-time role that has quietly become a five-hour job at a three-hour wage is the most common reason apartment households in Islamabad lose good staff, and one conversation a year prevents it entirely.

Is a full-time helper ever right for an apartment?

For a large flat with several children or an elderly resident who needs somebody present, yes. Otherwise count the honest hours: under about six and a full-time role means paying for presence rather than work.

How do I handle the building's staff registration?

What if the building won't let staff use the main lift?
