A Caretaker on Your Payroll, or a Property Management Company? Rawalpindi Compared

For a house that is let out or standing empty, one is cheaper and knows the property; the other is accountable and does not disappear. Where each actually fits.

Rawalpindi has a very large stock of privately owned houses and plots held by people who do not live in them — families settled abroad, serving officers posted elsewhere, investors holding property in Bahria Town and DHA. Each of them faces the same question, and most answer it by hiring a chowkidar and asking a relative to keep an eye on things.

That arrangement works until it does not, usually at the point where a tenant stops paying or a roof fails. The two proper alternatives are employing a caretaker directly or engaging a management company, and they are genuinely different products.

What a directly employed caretaker gives you

Continuity and knowledge of the property. A caretaker who has been at a house for three years knows where the water pools after rain, which room gets damp in August, what the pump sounds like when it is about to fail, and who the neighbours are. That accumulated knowledge is worth a great deal and it cannot be bought from a company.

Cost. A single salary is substantially less than a management fee on a let property, particularly at Rawalpindi rent levels where a percentage-based fee does not buy much attention.

Control. You define the routine, the reporting, and the spending authority, and you can change any of it with a conversation.

And presence. A live-in caretaker means the house is occupied, which in most Rawalpindi neighbourhoods is itself the single most effective protection a property has.

What a management company gives you

Accountability that survives a person. If your caretaker stops answering his phone — which happens, particularly to owners abroad — you have a problem with no institutional recourse. A company has an office, a contract, and someone above the person handling your property.

Tenant handling. This is the real product. Finding tenants, checking them, drawing up an agreement, collecting rent, chasing late rent, handling complaints, conducting an inventory at move-in and move-out, and dealing with the end of a tenancy. A caretaker can do some of this; very few can do the parts that involve confronting a tenant about money.

Repairs at arm's length. A company arranges the tradesman, supervises, and bills you. Whether it does so at a good price is a separate question, and often it does not — but it does so without you being involved from another country.

And documentation: receipts, statements, a record that exists somewhere other than in one man's memory.

The cost comparison, done honestly

A management company typically charges a percentage of rent for a let property, often with a separate letting fee, and marks up or commissions repairs. On a modest Rawalpindi rental, the percentage is a smaller absolute number than a caretaker's salary — which is precisely why the attention you get is proportionate to it.

This is the point most owners miss. For a low-rent property, a management company's fee is small, and so is the service. For a high-rent property in DHA or Bahria, the fee is meaningful and the service usually is too.

Which one fits which situation

House standing empty, owner abroad, no tenant intended. A live-in caretaker, almost always. There is no rent for a company to take a percentage of, and the work required is maintenance and presence rather than administration.

House let to a tenant, owner abroad. A management company, or a caretaker plus a trusted local relative handling the money. Rent collection and tenant disputes are the weak point of a caretaker arrangement, and they are where owners lose real money.

House let, owner in Pakistan but in another city. Either works. Many owners use a caretaker for the property and handle the tenant themselves by phone, travelling once or twice a year.

Plot, not a house. Neither, usually — a plot needs periodic inspection against encroachment and boundary marking, which is a visit rather than a role. What it does need is somebody genuinely checking, because encroachment on unattended plots in the expanding areas around Rawalpindi is a real and expensive problem.

The hybrid that works best for overseas owners

The arrangement we see succeed most often for families settled abroad is a live-in caretaker for the property, plus one named person in Pakistan — a relative, a friend, or a professional — with authority to visit, to check on the caretaker, and to approve spending up to a limit.

The caretaker does the work. The named person provides the oversight that distance removes. Neither is expensive, and the combination closes the gap that pure caretaker arrangements leave: nobody checking the checker.

Owners who skip the second half of that arrangement are the ones who return after four years to a property in worse condition than the monthly reports suggested.

Controls that make a caretaker arrangement safe at a distance

Three things, and they take an hour to set up.

A written monthly routine listing exactly what is checked, so his report has something to report against, and a photograph requirement — four or five pictures a month covering the roof, the exterior, the main rooms, and the meters.

And a payment method with a record. Paying a caretaker in cash through an intermediary for years is how arrangements quietly go wrong; a bank transfer leaves a trail that protects both of you.

Rawalpindi-specific risks worth naming

Encroachment and boundary disputes are more common here than in Islamabad, particularly at the edges of the expanding societies and on plots and houses without clear occupation. An occupied property is far less exposed, which is a strong argument for a live-in caretaker over periodic visits.

Society administration in Bahria Town and DHA involves charges that accrue and processes that require somebody to attend an office. A caretaker who will do that is worth more than one who will not, and it is worth asking about specifically.

Older properties in Saddar, Westridge and the Cantt have the maintenance profile you would expect of their age — roofs, plumbing, damp — which pushes the answer toward a caretaker with a real routine rather than any arrangement based on periodic visits.

And tenant quality varies widely across the city. Whatever arrangement you choose, an inventory with photographs at move-in is the single document that decides most deposit disputes, and neither a caretaker nor a company will produce it unless you ask.

Questions to ask a management company before signing

The contracts in this market are short and the omissions are consistent, so a handful of direct questions before signing saves most of the trouble that follows.

Ask how often the property is physically visited when it is empty, and who visits — a named person or whoever is free. Ask for a sample monthly report, because a company that has one will send it immediately and a company that does not will explain why reports are unnecessary.

Ask how repairs are priced: whether they use their own tradesmen, whether there is a markup, and whether you see the original invoice. This is where most of the real cost of management sits, and it is entirely reasonable to ask for quotes above a threshold.

Ask what happens if a tenant stops paying — what they do, in what order, and at whose cost. Vague answers here are the single best reason to walk away, because this is the specific event you are paying them to handle.

And ask who holds the keys, how many copies exist, and what happens to them if you end the contract.

Ending either arrangement cleanly

Both arrangements end, and the ending is where property owners lose money.

With a caretaker, agree notice at the start — a month either way — and remember that for a live-in caretaker, notice ends his housing as well as his job. Settle final wages on the day, collect every key against the written list you made at the start, and walk the property together before he leaves, comparing it against the handover record.

With a company, the contract should say how it terminates, who holds the tenant relationship afterwards, and how the deposit and any held rent transfer back to you. Read that clause before signing rather than while arguing.

In both cases the document that protects you is the one made at the beginning: a dated, photographed record of the property's condition and an itemised key list. An hour spent on it at the start is worth more than any clause.

Frequently Asked Questions

Can a caretaker collect rent from a tenant?

He can accept it, but making him responsible for chasing it is unfair and usually ineffective — he lives on the property and has to coexist with the tenant. Rent collection belongs with a company, a relative, or a direct bank transfer to you.

What if my caretaker and my tenant do not get along?

Common, and worth anticipating. Write down whose instructions the caretaker follows — yours, not the tenant's — and what the tenant may and may not ask of him. Without that, the caretaker becomes the tenant's servant or his adversary, and both damage the arrangement.

How do I check a caretaker is actually doing the routine?

Photographs with visible dates, an occasional unannounced visit by your named local contact, and meter readings that you can sanity-check against the bills. Three cheap controls that between them make an absent arrangement verifiable.

Is a management company worth it for an empty house?

Rarely. Without rent, their fee is a flat charge for occasional visits, and what an empty house needs is presence and a maintenance routine. A live-in caretaker gives you both for a similar figure.
